Under a grant from Greater Texas Foundation, Workcred partnered with Houston City College (HCC) and Texas Southmost College (TSC) to better align their credential pathways to integrate industry credentials with
regional labor market needs and better support low-income and first-generation learners to complete these pathways and earn postsecondary and industry credentials of value.
Below are four case studies about how HCC and TSC improved alignment of their pathways and policies to better support learners to achieve the skills they need to enter the workforce and obtain jobs with family-sustaining wages,
and a guidebook that community colleges can use in improving the effectiveness of career pathways.
December 2025
From 2023-2025, Workcred also worked with Houston City College (HCC) under a grant from Powell Foundation to examine how state and institutional policies can be better aligned to support learners in entering and completing credentialing pathways aligned with regional workforce needs. Workcred and HCC developed a case study to showcase how HCC changed existing institutional policies to align to new policies in Texas to better support learners to achieve the skills they need to enter the workforce and obtain jobs with family-sustaining wages.
Workcred also developed a report on recommendations for community colleges to use in improving the effectiveness of career pathways.

Workcred and its partners have developed several resources to demonstrate how community colleges can successfully prepare students for living-wage careers through pathways that integrate associate degrees and industry certifications.
Case Studies
Through a set of case studies, four pioneering community colleges – the Community College of Aurora, Delta College, Kirkwood Community College, and Moraine Valley Community College – showcase the ways they reimagined education to be more modular, stackable, and aligned with changing workforce needs.
Additional Resources
Other resources were developed to provide recommendations for how certification bodies can support colleges to more effectively embed certifications; a playbook that captured the lessons learned from partner community colleges to offer flexible models, guiding principles, and practical tools for institutions; and a guidebook for how certification + degree pathways can support accreditation.
